The WebCelex interface was developed at the Max Planck Institute for Psycholinguistics. It is made available here "as is" but is no longer being maintained and supported. The CELEX database (non-web-version) is still available via the Linguistic Data Consortium and the Instituut voor de Nederlandse Taal still runs and supports a WebCelex copy (login required).
